Does Animator have weights for the bones or not? I thought I remembered someone saying it did, but you have to set them manually, but I can't remember.

Yup, you need to set them at the vertex level. Double click on a vertex, or when you use set bone do it there to multiple vertexes at once.

Great! I've been using weights in Blender with IK and all, and it's really useful.

Bones weights tell the bone how much the vertexes OF that bone are affected when the bone moves or rotates. So if the bone moved X 50, and the vertexes were weight 1.0, then the vertexes would move X 50. However, if the vertex weight was .5 the vertexes would move X 25. It's kind of complicated, but if you google it, you can find some info on the subject.
Also I believe that with weights you can make a single bone taht controls 3 splines in the middle of a cylinder bend the cylinder into a rounded angle instead of a sharp angle.
