Build the code or a project? If it's the code, there's instructions with the code download, but it's very simple. You just need visual studio.
If it's a project, there's nothing to build. Download the windows runtime, and then just replace the demo data folder with your data folder. That's it -- the projects are completely cross-platform from OS X to Windows.

Do you still think that the animator and editor run on windows? they do not. unless somone ports these applications to windows, or a mac emulator for windows is made, you will not be able to make a Dim3 game. mac is an operating system like windows. windows works on many computers... but not well because windows computers and software are often scrapped together from cheap parts, and are never selected specifically to make the software run. mac works with only apple computers, and extremely well, not only because of the software, but also as they are built to work together from the ground up.
mac is much more stable than windows. My father still owns his first mac computer from 1995 (though a computer that old doesn't have much use today anyway) and has had to buy three windows computer consecutively to run his vinyl plotter (if it weren't for that crummy machine we wouldn't need a single windows computer... and if you try and run a program while printing, it freezes). A hackintosh may be a solution for you (a windows made to run mac) maybe it's cheaper or somthing but I don't know because I don't have one... somone here does.

If you don't want to read the two pages I'll shorten it here:
to create a hackintosh comparable with an Imac, you'll end up spending just as much, and the video will still be stunted.
a mac pro, though slightly more expensive than an Imac, will be m u c h better.
ps: nice sig anonymous

Is a Hackintosh legal?

i dont know... I know OSX86 is not exactly completely legally legal... not sure how much at all of a percentage like a fraction of illegal it is. Perhaps we should ask the hardley boys... (south park fans will get it... sry alex)

Wait for MMG. You'll love it. (though, on Windows XP, you will have to do a lot of things manually, but I assume a Windows user is used to that)

Hackintosh isn't really legal at all. And actually, it is possible to create a computer comparable to an iMac for less money. As long as you know what hardware is "supported", and know where to get it cheaply, then its fairly easy.
MMG?
