Anyone know of any examples on how to achieve Dreamcast-like graphics? In particular I'm interested in the plasticy look and the rainbow star flares.

Set the GL_SPECULAR material component to a high value :cool:

Or, if you don't like per-vertex stuff, you can emulate it in register combiners / fragment shaders / texture shaders / fragment programs / fragment shaders:
