Design questions for new game Worms type

We need to have reviews to start the design of a new 2D game that we will perform. For we have an idea to generate a Worms type scenario with the same view.
We are not certain to use a structure of creating Tiles for levels or use sections of graphics , Braid type X360.

Tiles won't give you the level of detail you need for Worms-like deformable terrain. Having larger objects with alpha in png format which you load into a bitmap, and then subtracting from that bitmap using explosion graphics would work.

I imagine you could also store your level data as a list of polygons, and then use boolean logic to subtract circles and other shapes from it (so you're only colliding if you are within the polygons, and NOT within the circle deformations.)
