If you've installed the developer tools that came with your copy of Mac OS X, you already have a compiler (GCC) and an IDE (Xcode) installed. If you haven't installed the developer tools, do so.

I believe 1.2 is the newest version for 10.3.x. (basically the newest version before 2.0)

1.5 is the newest for Panther. If you have an ADC account, you can download the disk image from the ADC site.
